A VETA Level Forestry Management Centre to be Established in Tanzania

A workshop of forestry experts has declared that a Forestry Management Centre will be established in the Southern Highlands to offer VETA level 1, 2, 3 training in forestry and wood processing.

The mode of training will be in form of both on-site and on-campus.
In the Declaration it is stressed further that the Ministry of Natural Resources and Tourism, through the Private Forestry Programme, will facilitate the mobilisation and establishment of a relevant Public Private Partnership (PPP) for the Centre,and that the Centre will be managed by a Coordinator employed by the PPP.

That was said by the Director of Forestry and Beekeeping Mrs Gladness Mkamba at the end of a validation workshop that was held at VETA Centre in Iringa on 10th March 2015.

The workshop that was organized by the Private Forestry Programme was called to receive and validate a consultant report that was conducted last year by Peter Shepherd, an independent consultant from Australia, on pre-feasibility study on the rehabilitation of the Sao Hill Training Centre in Iringa region.

The Centre was established by the International Labour Organisation (ILO) in the year 1992 to train in-service forest workers. The training activities were funded by Tanzania government and SIDA (Sweden) but were phased in 2002 due to limited funding.

Earlier, the Director of Forestry and Beekeeping, Mrs Gladness Mkamba, who also chaired the workshop, said in the opening speech she read on behalf of the Deputy Permanent Secretary of the Ministry of Natural Resources of Tourism, that the VETA level training Centre is needed now more than before due to expansion of public and private forest plantations and wood processing activities in the forestry sector, especially in the Southern Highlands.

The Director also said in the opening remarks that the pre-feasibility study that was conducted on the rehabilitation of the Sao Hill Training Centre was in line with the National Forest Policy.

She reminded workshop participants of statements number 33 and 34 that promote forest training and facilitation of manpower development.
The Director stressed: ‘the pre-feasibility study that has been conducted, plus this validation workshop, are part of the long awaited process of making the policy statement, on forest training, to become true and practical’.

The following is the full statement of the Workshop Declaration:

i. A management centre offering VETA 1, 2 and 3 level training in forestry and wood processing will be established in the Southern Highlands.
ii. Training will be given as a combination of on-site and on-campus training.
iii. A Public-Private Partnership (PPP) will be formed consisting of industries, tree growers, donors and the government to deliver VETA level 1,2& 3 Forestry and Forest Industries Training.

iv. PPP will be managed by a board of directors which consists of government and stakeholder representatives.

v. Training will be organised in cooperation with the Forest Training Institute (FTI), the Forest Industries Training Institute (FITI), VETA Centres and other training providers.

vi. The Centre will be managed by a coordinator employed by the PPP and located in the Southern Highlands area.

vii. MNRT through the Private Forestry Programme will facilitate the mobilisation and establishment of the PPP.
