LUDILO VILLAGE ADOPTS BY-LAWS FOR MANAGEMENT OF NATURAL RESOURCES

MUFINDI: Ludilo Village residents of Mufindi district in Iringa region have adopted village by-laws for the management of natural resources (forest and wildlife) to accelerate the destruction of these resources. 

The move was reached on 4 August, 2016 at a village public meeting where the ward councillor for Mdabulo Henry Nyeho together with Mufindi District Attorney Leonard Jaka attended the meeting. 

Legislation passed by the residents is to be used in the management of natural resources. The process of updating the by-laws began in June, 2016 where the team of lawyers Defenders of Environmental Action (LEAT) in collaboration with the Mufindi District Attorney and village residents, through the rally reviewed by-laws of village and found that they contained limitations. 

The villagers by lawyers from the Mufindi District Attorney and LEAT made recommendations for improvements to allow a team of LEAT to publish new rules and regulations (draft) that were submitted on 4 August 2016.

Those rules and regulations need to scale the rights and duties of citizens, the village government, and the committee on natural resources including Social Accountability Monitoring (SAM) team. 

The by-laws also have fully provided penalties for those who violate the law and destroying natural resources. 

This is the first phase of capacity building to the village governments to create laws to manage natural resources. 

However, Ludilo, Ikangamwani and Kibada villages for Mufindi district and in the district of Iringa is Mbweleli, Kinyika and Kinyali villages will benefit from this in this phase. 

Lawyers Environmental Action Team (LEAT) is implementing a project of Citizens Participation in Natural Resource Management (CEGO-NRM) in the 32 villages of Iringa and Mufindi o districts in Iringa Region. 

This project is funded by the American people through the United States Agency for International Development (USAID). 

The aim of the project is to build the capacity of communities living near forests and wildlife resources, so they can implement and benefit from it. 

The project provides training on laws, policies, guidelines, regulations and monitoring social responsibility to village committees for natural resources and the environment, the economy, water and land use. 

The project has also provided training to the citizens, councilors and civil society and approximately 6,500 citizens have access to such training. 

In the make an effort to provide knowledge of natural resource management for many citizens, LEAT offers training through radio, along with education through Mashujaa Art Group of Iringa District and Mapogoro Art Group for Mufindi district.
